Reducing auto 18% tip resulted in angry waiter

I just had a surprising experience at a restaurant in Miami and im wondering if im a bad tipper.

We (me an my girlfriend) went for dinner on Ocean Drive (on of those beachside places, hardly a 4 star place). They had a girl inviting people in, and she informed us
that there was a 20% discount on the food and 2 for 1 on the drinks.

We ordered some food and 2 beers.

The waiter served the beer without glasses. We managed to get ahold of him and get the glasses.

Each time we needed the waiter we had problems getting his attention even though he was only serving 4 tables.

When we got the bill, the 20% discount had not been subtracted, which we informed the waiter about. He didnt apologize, but did get us a new bill.

The bill included an 18% gratuity (post tax as far as i could tell). It also included a note saying that we were free to "adjust" the gratuity.

The total was 73.50$ including gratuity and tax. We left 70$ (about 12% tip) and got up to leave.

The waiter hurried after us saying that the bill was for more than we had paid. We pointed out that the bill said we could adjust the gratuity.
He complained that this was only possible if there was a reason for it, and we explained that we werent too happy about the missing 20% discount
and the problems getting his attention. He wasnt too happy about that. In the end he said something like "well if you dont have the money" and stomped off.

For future reference i would just like to know if we were being unreasonable about it.

I don't think you did anything wrong. I can't believe a restaurant had an automatic gratuity for a party of 2.
