Tipping a delivery company

Question:

I have a home based business and work as an independent distributor for a catalog party sales company. When orders are placed they are delivered by a company to my home.

This delivery company is provided by the Home Company and is paid by them to make deliveries to their distributors. They have currently been complaining to our District directors that they do not receive tips from the distributors in our district when making deliveries. The disltributors pay a shipping fee already for our orders which I assume is paid to the delivery company. Should we tip in addition to paying delivery fees when that is part of the service we pay for for doing business with our primary company?

I don't think you should tip the delivery company. You wouldn't be tipping the USPS, UPS, or FedEx.
